Vintage EPL Plane Observer Home Front Spotter Pin • WWII?

This is a really neat 2-1/8"-wide WWII-era pin that reads "
EPL Plane Observer.
" It is in the shape of wings that were popular during WWII. It has a pin-style clasp on back. There is a little bit of a bend on the right wing but this very easily can be straightened. I do not know what EPL stands for but I know this is definitely a Home Front pin similar to the Civil Defense pin. See my eBay for more vintage military pins / badges.
