Cond; Good Used Condition, Banner Denotes 3 Blue Star = Three Family Member Serving In The Armed Forces During World War II. The Blue Star Service Banner Was Designed And Patented In 1917 By World War 1 Army Capt. Robert L. Queissner Of The 5th Ohio Infantry, Who Had Two Sons Serving On The Front Line. It Quickly Became The Unofficial Symbol Of A Member In Service. On 24, September 1917 It Was Adopted By The Governor Of Ohio As 'The Service Banner or Flag'. During World War II, The Department Of War Issued Specifications On The Manufactures Of The Banner. Banners Can Have 1 To 5 Blue Stars, Signifying 1 to 5 Family Members Currently In Military Active Duty.
